What a shocker -- companies that operate globally need to have employees and managers with experience outside of their home country.
Similar rules apply in other countries. It's why there are American expatriates. Subtract American expats from the L-1 holders, and the net number would fit in a basketball arena. Out of almost 300 million people, big deal.

Maybe that's true in the "international relations department" but what does a foreign country viewpoint have to do with tech jobs or nursing?
