If you are here legally, then act like an American and confront the JBT. Get right in his face. Papers please, my ass. They aren't Americans. They are guests in a country not their own. It is just and proper that their invitations be checked.
You can not stop people from coming over the boarder. You can make it so they will not be able to stay over the boarder without getting caught sooner or later.
