Saddam was independantly proven to be a huge funder and exporter of terrorism many times over the years. Unfortunately, the Security Council and all those on Saddam's payroll porposely concentrated soley on WMD. WMD were only part of the reason we went back into Iraq. There were many more.
The administration was seriously outmaneuvered by those allies of Saddam and played right into their propaganda campaign.
