Yup they had barbarians in the army. When their tour was up, they went back home and used Roman tactics and strategy against the empire.

Peking/Beijing also. The Emperor brought in Mongolian mercenaries to put down a rebellion. Afterwards, they looked around, liked what they saw, and took over.
