The Dresden approach is looking better and better. I don't recall ever hereing about any insurgency from Dresden after WWII.

Actually there was a german resistance for several years after the end of WW2. It was eventually crushed by the germans themselves.

I suggest a search of the term "NAZI werewolves"

There was that little issue about it being occupied by the Soviets, and there being minimal news out of there for a few decades.
