They (Supreme Court) don't allow the death penalty anymore for pedophiles and rapists. Looks like a rope is badly needed in this situation.

Nah put him in general pop and get the word out that the new fish is a chicken thief. What little sleep he gets will be with his eyes open and his back pressed firmly against the wall.
Cons don't like rapists especially ones that go after little kids.
