You can't fire civil servants.
Ashcroft even went to Congress to ask if he could fire some of them; they said no. So they were moved laterally.

You can't fire civil servants. You can, but there has to be cause. You can't just fire them because you want someone else in the job (otherwise my cubicle buddie would be long gone!)
