alot of perps in the US are just scared, they run, and the dogs are turned loose on them. these prisoners may well be Fedayeen or iraqi secret police. who deserves to have the dog used on them more, that iraqi, or some inner city American kid scared out of his mind for having a vile of crack in his car?

And of course, being naked is the proof that the Iraqi assassin/terrorist thug wasn't being uncooperative or acting dangerously before the dog arrived to help. Yep, once their clothes are off these Islomaniac insurgents who run at American tanks firing small arms and who strap suicide bomb vests to themselves become completely docile.
