I think their plan is to cause as much trouble as possible before the election, to make the public want to wish the war away by changing presidents. The terrorists prefer Kerry to Bush because they've seen Kerry's flip-flopping and think he will be a much weaker adversary. The terrorists know that it is much easier to manipulate liberals than conservatives, much easier to control them through propaganda.
