Probably were...the real ones never would be allowed to hang there with the Philly blue bloods in the past but then I never saw Burkas in Center City 25 years ago. There used to be a police kiosk there.

I kid you not- Vodka bottles- (kept in a paper bag, of course) People spending the night on the benches-have not bathed in weeks.

People digging food out of the trash, and cig butts from the walkways. Mingling with the patrons from Bleu and other establishments, gay lovers, dog walkers....

Philly has it all.
