The CR citation is referring to KIA Belodeau, a gunner on board PCF94.
I don't believe that is the case.
The CR is a re-reading of the eulogy Kerry gave when Belodeau died the year before - Why read it in a year later ? Kerry decided he needed to buck up his war record again ( was he running for re-election ? )
