The files you posted look like the kinds of wargaming simulation stuff my co-workers built in the early 90s. It was tested thoroughly in the software development stages and proved useful to Stormin' Norman on the battlefield.

It wouldn't surprise me at all to see al Qaeda in possession of that kind of software. They posted graphics of intended targets in New York that were built with a very high end GIS planning system.

The massive amount of money available to al Qaeda coupled with their cadre of loony college graduates makes for an interesting adversary.

Really? Now that makes some sense. I used to play some wargame simulations back in the day. A lot of them were very complicated. I suppose a system could be played via e-mail or the like. Have you ever seen a game with commands, instructions, or whatever similar to this? I would if I was a terrorist I would grab something off the shelf, and adapt it to my purpose.
