I won't bet my FReeper account on it but apologies should I believe go to Frank Zappa!

It is said that the song was about the practice of Black Americans wearing colorful garb during the early 1970's. IE, neon green, red, yellow, slacks,etc....

You're both right. Zappa had a song entitled, "Pajama People", but the lyrics being parodied are from "Short People" by Randy Newman.

Two different songs. One is Randy Newman's "Short People" the other is Zappa's "Pajama People".
