Yes, you are confused. The little kid is looking at the Kerry supporter just to the little girl's right who's laughing at the little girl. Judging from his complexion and hair color and his lack of a Kerry shirt, he's probably that little girl's brother.

I think that is the son of the man holding the little girl. I would have loved to have been behind the a-hole who did that. I've got a nice, heavy purse that would have made swift contact with the back of his head. Then again, he looks like a NUT JOB! He probably would have stabbed or choked anyone who did anything in retailiation. The little girl's father looks like he could just RIP the guy's head off, but has no choice but to remain calm with his kids there.
