He segues from an article praising Bush as getting his high from flying, to scraping the bottom of the barrel with Kelly's scurrilous and unsourced accusations.

I'd wager that the reason this garbage is trickling out like this is because these documents are not a part of Bush's official file.
Civil Service employees are probably scratching around for any scrap of paper with Lt Bush's name on it.
