The center of the remnant of Jeanne is just west of Washington DC and the strongest remaining bands have been hammering SE PA and Delaware with rain. When hurricanes decay they fall apart at the surface first, but can maintain a circulation higher in the atmosphere for a long time; this shear is what generates tornadoes in them...oddly, often more of them after the storm itself becomes weaker.
