If that were true, it would be a definite step toward mature governance in the case of California.... :) However, I would find it hard to believe that he means to displace essential government services with "community service" teenagers. I think what he has in mind is more the indoctrination feared by the one freepers comment about "Hitler Youth".
What I object to is opposing the idea on the basis that having a obligation to your country is "slavery".
