He is on the side of the Council of the Americas and the FTAA. For the FTAA to be ratified by Mexico, the US has to accept all their 'migrant' workers, make it less expensive to send their remittances out of country, give them social security, give them protected class status so you can't say anything negative about them.
Its all there in the FTAA, the Summit of the Americas, and the State department sponsored conference on 'migrants' in the western hemisphere.
