Mexico has a national voter photo ID, which is used as proof of ID for opening bank accounts, telephone service, cashing checks and other things. When they go to the polls to vote they must show their ID. At the polling place they have a book with the voters picture as a double check against fraud. As far as welfare you must be a Mexican. Its about $7.00 U.S. dollars per month per child. This is a new program started this year by President Vicente Fox.
