I totally disagree, Think about it. The UN may love Bill Clinton, but their greatest fear is American Power. There is no way in that they would ever vote in an American as the President.

The EU is already trying to take over, what a setback it would be if the UN President was an American, any American. So even if it wasn't against the rules, the 4 other permanent members would never allow it, just like we would never allow any of their citizens to take over.
