Wouldn't that work in Kerry's favor though---if she decided to hold off on tax increases?

If Michigan voters are aware of her tax plan even it will still hurt Kerry even if she does not implement it before November 2nd.

No, it would not work in Kerry's favor. The lame duck sessions that she is trying to get these taxes passed through is Nov. 2nd (right after the election) and before the new members take office in Jan.

The tax increases will be passed this year but will go into effect next year.
