Can someone please tell me what a "provisional ballot" is? I asked on a thread the other day, and no one ever answered.
its a paper ballot they hand you at the polling place when they can't authenticate you to vote in the "normal manner" there. i only can speak for NY - once I went in and the clerk couldn't find my name in the registrar where I needed to sign in - so they handed me a paper ballot right there to fill in.
