And how will these votes "not be counted?" One they PLACE the vote, there is no way to know which vote was theirs.
A provisional ballot is placed in a special envelope notating it as a provisional ballot. There are check boxes on the outside of the envelope.
The check boxes tell why the ballot was cast as provisional. Two of the check boxes are "No Voter ID" and "Wrong precinct, refused to go to correct one"
If one of those two boxes is checked, the ballot is not counted when the ballot boxes are emptied. So the provisional ballot is not like the others....it can be easily identified.
