O'Donnell said the apology wasn't enough and he plans to file a complaint with the college.

I think he means he will not accept the apology as ending the incident. He plans to pursue a complaint against the teacher to her employer. I hope that this only means he is trying to get her to write a better apology (even if you were not a student it was wrong to kick you for your political views) or have an official letter of reprimand put in her record. I don't see where he says he is suing the school.
