Bush is doing what Bush does best. He knows he has a lock on the election and, with a 140K + margin, a lock on public opinion.
He sees the dim's with a nice length of rope in their hands and he's going to let them hang themselves before he kicks their body off a cliff.
If Bush declares victory before the Dems concede, they will look awful. Pouty, little children. They have to be sweating this.
