Just a hypothetical question - could Kerry still claim victory if after all the additional votes are counted in OHIO show Kerry ahead?

Or is it over because he conceded?

If there is a chance, we must watch Ohio carefully to make sure they don't cheat their way into the WH.

In some theoretical world where the provisionals were all valid and nearly all went to Kerry (therefore putting him over the top), Kerry would indeed become the president. Network calls and candidate concessions are meaningless. Nothing is official until the secretaries of state certify all 50 (+1) elections. That is what determines which group of electors in each state gets to vote.
