The Rock the Vote website claims they are non partisan. Now why would one of their board members say they wasted alot of money?

Because the vote they wanted to "rock" didn't come out to vote --- for Kerry or President Bush.

Apparently true. My daughter is college sophomore, voted first time this election. A professor in one of her classes asked for a show of hands as to who had bothered to vote. Daughter was astonished that only about half the people in the class raised their hand.
