either jump over Specter and seat Kyl or get him off the judiciary all together.

In general, never leave malcontents in any position. Promote and support, or remove completely. Put people in a position to succeed, or remove them. Having a person who feels publically demeaned so much as in the room is poison.

In this case, a passed over Specter would leave a poisoned, vengeful RINO on the Judiciary committee. That might almost be worse than having him as chair.
