He sure did. Well, he got the ball rolling. We are currently stuck at paying 25%. The current Dem Gov. put it on hold because of the projected deficit, but we ended up with a big surplus this year afterall.

Um... yes he did. No, he didn't. He consistently said during the campaign that he wouldn't vote to repeal it because it was toothless and meaningless.
If you get to know him, you'll realize that's his style. Working to get rid of a law that he thought was meaningless (even harmless) would be a waste of time to him.
Trust me on this.
