Last year Bush made a speech in which he sent up a trial balloon that was meant to see what support there was for a guest workers program, which at its core, was a blanket amnesty for most illegals. It was met by the public with a majority of disapproval and was never heard from again. You aren't gonna get Americans to back new immigration policy, that is for all intents and purposes a blanket amnesty program, just because the author is POTUS.
