I think George Costanza should be higher than the other Seinfeld characters. It was a brilliant portrayal, so good that I think the Emmy voters didn't even see it as "work," because they kept rewarding Michael Richards, the (admittedly fantastic) clown of the show.
Okay, I'll look for an answer.

How about Charles Bronson in Man With a Camera
and Lee Marvin in Racket Squad
And Barney, Bert and Ernie, (both with bigger impact than 85% of the listed characters) Roy Rogers, Davy Crockett, (shaped a generation's sense of duty and honor--most of a generation anyway), Sgt. Saunders...easily in the top ten if you know about him.
This list is clearly put together by a metro-sexual committee of gen Xers who believe that nothing existed prior to their being here to witness it. All the fifties and most of the sixties characters are Nick at Night re-runs, that's how these kids even knew about them in the first place.

I thought of Soupy Sales...but he wasn't a "TV character", same with Jack Benny, Milton Berle, etc...
Sir Graves Ghastly should be on the list....
I agree that I liked his character more than even the Frasier character. Niles is on there, but WAY below his brother's character. Shame.
Actually, of the other characters on the Frasier show, I also liked the Bulldog character. Think about it. He was this horny little sports fanatic, a typical "Napoleon complex" guy, over the top, loud and brassy, and he ends up falling deeply in love with a woman who doesn't return his feelings (Roz) and he keeps it to himself; only the audience sees the deep pain he tries to hide with his bravado. Brilliantly acted by a GAY actor!!! He should have gotten an Emmy, I think.
Archie Bunker was first pick as well
