Prime Minister Paul Martin said yesterday he does not believe the U.S. ballistic missile shield will succeed in shooting down incoming rockets, as he threw up new roadblocks to counter President George W. Bush's strong appeal for Canada to join his continental defence plan.

Canada will not put any money into building the missile shield and it will not allow Washington to station rockets on Canadian soil as the price of participation in the multibillion-dollar program, Mr. Martin told Global National in a year-end interview.

Touching on another issue that could cause friction with Mr. Bush, Mr. Martin said Canada was prepared to accept U.S. citizens who do not want to serve in the war in Iraq.

"In terms of immigration, we are a country of immigrants and we will take immigrants from around the world. I'm not going to discriminate," he said.

When asked whether the prime minister was referring to ongoing attempts by Jeremy Hinzman, a 26-year-old U.S. deserter, to gain asylum in Canada after refusing to serve in what he calls "an illegal war," Martin spokesman Scott Reid said the prime minister "was not commenting on any individual case and certainly was not sending a signal to the immigration board."

Mr. Martin was emphatic Canada's participation in the missile defence program would depend on a key decision-making role in the U.S. command and control structure that operates the shield.

"The decision as to whether or not we participate in the ballistic missile defence system is going to depend on whether, in fact, Canada can have a voice in the structure," Mr. Martin said in the interview, to be broadcast Christmas Day.

Thats the extent of it. Seems the PM is under the impression that he has us over a barrel.

Sounds like we wont be worrying about missiles destined for Canada then.

Bush tries to be decent with this jerk and this is the thanks he gets. Socialists are all the same. We should work on getting Western Canada into the Union.

Sounded to me that they want some say so in the whole thing, instead of just saying OK to the US, do what you want. There may be plans on putting some structures in places that Canadians do no want structures.

Back in the late 40’s and into the 50’s I recall that the military had a plan for defense against incoming ICBMs.

The plan, as I recall it, consisted of detonating nukes in desert areas of west TX, eastern OR, Nevada, Utah and southern CA.

Theoretically it was supposed to blow a bunch of sand and dirt and crap into the upper atmosphere and as the warheads reentered the atmosphere the sand and stuff would pit the surfaces and cause them to burn up on reentry.

One thing Canadians should be crystal clear on is that we fully intend to do something similar, only Canada is going to be the area nuked if such an attack occurs. They’ll protect us when we blow millions of tons of Canada into the atmosphere to try and thwart a missile attack.

It doesn’t matter if it would work or not.

This is just yet another thread that illustrates that a lot (most?) countries consider themselves equals with the U.S. It’s a damned lie. They are very much the child in our parent/child relationship.

They need to be reminded constantly that daddy is very busy. Sit silently and don’t irritate daddy with your silly shenanigans or he’ll spank your ass and send you to your room.

Canada has yet to learn that. Of course, with GWB at the helm there’s no reason to expect that they ever will. He's been busy reinforcing their misguided view that they are important and worthwhile. I can't think of a single country that's worthy of the status he's been trying to hand out (for no good reason).

So let me get this straight.

The Canadian position

It won't work, but that doesn't matter, becaucse we won't take part in it anyway.

And don't ask us for any money because we won't give you any. Because we won't take part in something that won't work.

And you can't place any missiles inside our border, because it won't work and we won't take part in it.

But, if you give us a voice in the structure of it, we could possibly take part, in something we think won't work and won't give any money to and won't let inside our borders.

Yeah, that makes a lot of sense.

Since when did any politician make sense out of anything. Lift the embargo off our cows so we can resume cross border cattle trade and we will cooperate on MDS.

The American position..... we are ten times bigger and stronger than you and you rely on us for 85% of your international trade and your army sucks, so if we want to construct a self defense system that will deflect incoming nuclear warheads and drop them in you stupid canknuckleheads, you better agree or we will come up there and kick the shit out of you.

This statement by Martin could be a negotiating ploy or a sop to the anti-American's in his caucus. He is having a tough time holding his caucus together (the Liberal party in Canada is much like the democrats in the US, a lot of disparate interest groups). Whichever, Martin is a bitter disappointment as PM.

In any case, I don't think he will be Prime Minister much longer. He has a minority government. That means he could go at any time. He will go when the opposition parties think it would be to their advantage to have an election. In other words, the next election will probably not be held at a time of his choosing.
