Some people thought that for President Bush it would. Some people saw him as different than, oh, say... Bill Clinton. I guess in this one respect the two are the same.

To be honest I am sure both Israel and the US have more important issues to deal with.

Is jerusaleum safer than the current place?

The real problem is that the Jerusalem Embassy Act of 1995 is an idiotic law that never should have been passed in the first place. The U.S. has had a long-standing policy of refusing to locate embassies in foreign capitals that are located in disputed territories, which pretty much makes Jerusalem out of the question at least for now.
