I saw the video of this story on one of the cable networks....a poor dog dug a hole under the pavers on a patio ......a hole.....to get out of the rain.
I agree with the fact that maybe he should have had a dog house, but I will point to something here. Wild animals, wild dogs, coyotes, wolves, all members of the canine family spend all their life living in the elements, doesn't do them much damage. Deer, fox, rabbits, squirrels ect. I could go on all day. What about domestic cows. They don't have houses. Should we require a house for them? Cattle stand out in all sorts of weather and it doesn't hurt them.
I like dogs, I have owned a number of them and loved them, but you are going to have to come up with something better than the dog got wet to get my sympathy, especially in SF where the mean temp is somewhere around 58 degrees, hardly a brutal climate.
This law, IMO, is useless and serves only to put undo burdens on dog owners, just as gun laws put undo burdens on gun owners. This law is for control only and will probaly have the effect of some kid never owning a dog because the parents won't want to put up with the crap.
They won't stop here either, once they get their foot in the door they will keep adding rules and regulations and raising the "dog" tax they are bound to impose in order to suppor the laws.
