You are sort of correct. It is actually a repost of an article that is dated in the link as Dec 2001. Note the tense in references to Iraqi nuke efforts and to Arafat.

It is also the greatest justification for an Israeli preemptive strike that could ever be given.

Not a threat by to initiate nukes, but rather warning Israel that someday it won't have the option of using nukes to repel a conventional invasion.
