IMO, this is a mortal threat. Israel would be perfectly justified in a mounting an all out pre-emptive nuclear strike against these medieval madmen. And if that should happen, we should join them.

In a later quote, Rafsanjani still talks of retaliation, not initiation of force:

If Rafsanjani's brazen threat is not a call for Iran to launch a nuclear war against Israel, I do not know any other interpretation.
