Well, sort of. It would reverse an earlier rule which was set.
I've seen conflicting accounts as to whether this is a two thirds vote or just a majority vote needed to change the rule. The article today with Frist claiming he has the 51 votes needed would lead me to think that it would be brought up to the floor for a simple majority vote.
