All men are created equal and endowed by their Creator with certain inalienable rights; life, liberty and the pursuit of happiness.

Let's assume that Washington took that creed at face value. Then we can also assume that Washington would have been in favor of promoting those rights across the globe comprised of "all men".

The preamble of the Declaration is not a "creed." It is a statement of self-evident truth, stated to refute the concept of the divine right of Kings, and to justify our revolution. (See Declaration Of Independence.)

On the other hand, the idea of taking up the sword on behalf of a "creed" is not something Washington or the authors of the Declaration ever advocated; and the description of a "mission," in Mr. Bush's remarks, made people wonder if he was not becoming delusional. There is nothing to suggest anything of the sort in the Founding documents of America.
