Is there a law about this? (I don't have any but I've not heard of this.)

It sounds like a typical social services irrelevant hype statement to me, used to villify and paint the person in the worst light.

I wish they wouldn't do this, simply because the other, criminal actions are sufficiently disgusting in and of themselves. No hype is necessary, imho.
