Uh, wrong. My wife is from mainland China, she worked in that system for many years. Yes, there are corruption, and they're taking care of it right now. They know if they don't go after the corrupt officials then there would be stability problems.

The corruption is from the top down. First order of business is to allow a free market, which they are net even close to yet. The cost of living far exceeds the ‘government’ wage, and the communist system will not allow wages to rise with supply and demand. Thus those people are forced into capitalistic ways of doing business, which as you call it corruption.
