As a very new Catholic, (recently Episcopalian), might I ask someone respectfully if they could recommend a web-site where I might read up not only on the hierarchy, but the procedures the Cardinals must follow to elect (?) a new Pope?

looks like no-one picked up Italian media reports in this manner apart from Fox. Most other networks urged caution and said let's wait for the official announcement.
