If I had a kid in that school that I found out was aware of what was happening and they didn't stop it or come home beat up on account of trying to stop it I'd flog them for a month.
That said any kid of mine would have stopped it one way or the other.

Yep! Parents had better start stepping in teaching morals/values to their offspring. They sure aren't learning it anywhere else. There is no accountability.
