"Consensual"............
Well, there are rumors flying all over the place about this, pro and con. There are also stories about teens and their practice of hooking up in general, too, and not just at this school or in this city; these stories are also flying around.
See below for the latest news report. I don't expect that this will be picked up by all the shouters (talk radio, et al), but it doesn't appear to have been all that clear that an assault was committed. Even following the legal dictum that a minor cannot consent, if the alleged were also minors, it is possible that no crime was committed. Given that the police have not yet made any arrests--after one month of investigation, it does make one wonder.

A woman who was an assistant principal at Mifflin High School says nothing she saw March 9 led her to believe that a 16-year-old girl was reporting a sexual assault.
"There was no indication of injury, abuse or neglect," said Suzie Retterer-Helfrich, referring to points in state law that require teachers and school administrators to report an incident to the police or the local child-protection agency.
"There was no resistance. No sounds. No distraught look. No indication there had been any coercion."
