Yes, but that is the problem with many rural whites, who also have very similar divorce/welfare/drug abuse problems in some cases. Sowell is correct in stating that there is a correlation between the two groups, although I do not agree with the hypothesis that Southern white culture created the urban black culture. I would lay that charge at the feet of FDR and LBJ, who facilitated the welfare state itself, and social engineers who have created a nonproductive mindset in that sector of society - white and black. Minus fathers and an incentive to achieve, that strata of the culture simply dumbs down to the lowest common denominator.
