su = Indo-European root word meaning "pig." Still used in "swine" and the pig-calling word, "Sooie!" Susanne is obviously a diminutive form meaning "little pig."

Dumbleton = dumb + town, again in a diminutive form, so it translates to a "stupid little town"

So, Susanne Dumbleton = "stupid little pig from a stupid little town," and that sounds wonderfully descriptive of a mean, trough-feeding bureaucrat who peddles slops called "new learning." Those who cannot master the old learning are doomed to remain piggies.
