As I understand Muslim theology, once a caliphate is set up, these leaders can declare a jihad to gain new geographical territory for Islam. Perhaps someone else more well-schooled could comment. If he was acknowledged caliph then yes he could. If he could claim decent from Muhammad (not a requirement to be caliph from the Sunni perspective) then he could also be a legitimate Imam which would go along way in making him unquestionable throughout the Muslim world.

I am excited to see such a trial ballon run up by this arm of jihadic islam.
I beieve that islamic divisions of mainline Sunni and Shi'a arms will see this as the radical power grab that it is and start a turf war if such occurs.

Not quite.
A Caliphate would be illegitimate in the eyes of all Shi'ites (possibly pushing Iran into alliance with us, particularly if Sistani continues to get a good deal from us and the 'caliph' continues the traditional Sunni animus against Shi'ites), and any Sunni whose local imam issued a fatwa declaring the purported caliph to be illegitimate would likewise be pushed to our side by the declaration.
It would, however, be prudent to have all our ducks in a row with a lot of Islamic scholarly opinion weighing in that OBL isn't really Caliph before declaring war on him, since any Muslim who regarded him as Caliph would regard such a declaration as a declaration of war on Islam.
