There is only one hour for Repulicans... how is time allocated? Can't the Republican leaders choose other Senators to speak rather than let Graham eat up the time?

Nothing Lindsey Graham says today can cover up his arrogant statement on CNN last night ....that he doesn't care what kind of pressure conservatives in South Carolina try to put on him....it wouldnt make him vote to remove a filabuster.
