It's a terrible thing the boy did. To an infant.

The attack occurred in Tampa, while the boy was visiting his father. Police said the father and his girlfriend were outside with neighbors... -snip- Investigators said the boy was jealous of the attention the infant was getting and upset by her crying.

This explains a bit. The father should never have left the boy alone with the baby and the father and his gf should have anticipated that the boy, coming to spend time with dad from far away, might need some time to get used to the infant and some special attention from dad whom he lives away from. Of course, hindsight is 20/20 and it doesn't excuse the boy's anger and violent behavior.

A spokesman said detectives noted they'd never seen someone so young "show so much violence and so little remorse."

7 yr olds do understand right and wrong, but are not yet able to grasp fully the permanence of death. Such a tragedy. Prayers sent.

You hit the nail on the head. A 7 year old simply doesn't fully understand the concept of permanence.
