I think that I have figured out why their crime rate is so low.
If you don't arrest anyone, there is no crime.
If a young girl is raped or robbed on her last afternoon or evening on the island do you think they will go to the trouble of missing their boat or plane to spend time with the authorities? That is why many of the cruise lines warn passengers to be careful when they disembark. Soooooo, if the crimes are not reported, then Aruba has a zero crime rate.

That's quite a little scam they have going on there.
Another reason to be on this thread - to educate oneself about the real world, not just what they print in the travel brochures or what you might or might not hear from the travelers' grapevine.
Very sad.
