Something struck me - you could get a different answer than I and we'd both be perfectly correct. GM runs their dealers in "districts" and "regions" which often have different programs or incentives from each other. It may be that whatever department Dallas is in is doing dealer rebates because of the volume or lack thereof that the dealers are doing, where another department/region/whatever doesn't.
Which is just plain stupid, IMHO.
